Pins @mojaloop/central-services-error-handling at 13.2.0. The ajv/joi parity mapping added in 13.2.0 is opt-in and defaults off, so behaviour is unchanged (mojaloop/project#4479). Unit tests 1032/1033 with one unrelated filesystem-timing flake in the rules-file API that passes in isolation (141/141 on rerun).
