Summary

Publish the already merged #3827 streaming Paraformer short-packet repair as
standalone funasr-onnx 0.4.5. PyPI0.4.4 predates that repair; this uses a new
version without replacing existing release bytes.

• Bump standalone metadata, installed/release contracts and CI artifact name.
• Update pip instructions and describe the short/no-feature packet repair.
• Keep all13 runtime modules, dependencies, model weights and license unchanged.
