Follow-up to the merged runbook (#284). Adds two sections that landed after the merge:

  • §1b Which repo does an issue belong to? — the home-repo placement rule (harness/methodology → dotfiles, vault content/structure → knowledge, per-project infra → that repo). Answers the recurring "why are HARNESS-* in dotfiles, not knowledge?".
  • §5 auto-vs-manual — Backlog + Done are automated (built-in workflows); In Progress + Blocked are manual (automation tracked in HARNESS-010).

SDD skip rationale

Documentation-only edit to an existing runbook. No code or contracts change.
