Closes #84.\n\nRequired provider outcomes are now checked as independent fail-fast commands. A behavioral regression test executes the workflow gate and proves that every mandatory short check, selected soak, and assembled evidence failure produces a non-zero exit status.\n\nVerified locally with the full test suite, ruff, formatting, ty, workflow policy validation, actionlint, and a strict documentation build.
