Overview
Updates the translate.md workflow to handle all file change types from the last merged PR, including explicitly deleting translated MDX files when the English source is deleted.

Adds guidance to mirror structural docs.json changes into each translated language section (navigation and redirects), including examples for language-prefixed paths.
