Releases the macOS recovery notification fix from #353 as 0.12.10. Recurring issues replace their previous recovery banners; recovered notices leave the stack after ten seconds and remain in Recent updates. Recovery titles identify the client and issue.

Rebuild required. Since v0.12.9,
RecordingHealth.swiftandRecordingHealthViews.swiftchanged the shipped Swift app. Build a fresh signed, notarized, stapled DMG from this release PR's exact squash commit, embedding the matching 0.12.10 CLI. Verify the selected artifact and its independent public download before calling publication complete.No new CLI/API surfaces, configuration, permissions, or runtime/store migrations. The installed app, global CLI, and live recorder are outside this release operation.
