Chat folder picker flickering, layout issues

Notice the flickering, remote submenu flyout disappears each time, also notice that the submenu is way too short. Overall I can't really pick a folder today

Why is the right padding so large, leaving a gap right of the chevron?

This fixes the unified Agents Window workspace picker flyout by:

• restoring standard delayed submenu hover behavior while retaining click activation
• making Enter on the Remote row open the submenu and focus its search field
• preserving row-top alignment while shifting tall flyouts upward to use available viewport height
• sizing the Remote flyout to its content with a search-friendly minimum and viewport clamping
• showing full submenu descriptions on hover
• tightening the Sessions-specific submenu chevron gutter

Validation:

• npm run compile
• ESLint on the changed TypeScript files
• ActionListWidget unit tests (116 passing)
• WorkspacePicker unit tests (111 passing)
