Replaces the agentic supported-Python workflow with a deterministic weekly check. It reads published Python release candidates from the Python.org downloads API, verifies the release timestamp has passed, and compares the series with the test matrix in .github/workflows/pr-check.yml. If the series is missing, the workflow creates one version-specific issue asking maintainers to update supported Python versions; it does not rewrite repository files.
