Windows 11 ARM CI fails because node-gyp 11 cannot detect the runner’s Visual Studio 2026 installation. GitHub does not offer a Windows Server 2022 ARM runner.

  • Build tooling: Upgrade node-gyp to 12.4.0 and refresh the lockfile so the native build can detect Visual Studio 2026.
  • ARM coverage: Retain the windows-11-arm job rather than replace it with an unavailable runner image.
