Python: [Bug]: Encrypted content is not supported with this model for GPT-4.1 model

Description

-what happened
gpt-4.1 model is not working in the below version
agent-framework-core 1.12.1
agent-framework-foundry 1.10.3
agent-framework-openai 1.11.0

It throws exception, attached below it is not generate desired outputs for simple question.

You can easily reproduce I have attached source code

Can you verify your project endpoint again it generally should be of the format https://resource name.services.ai.azure.com/api/projects/projectname

Confirming on agent-framework 1.13.0 / agent-framework-foundry 1.10.4.

We hit this with a Claude deployment (not just GPT-4.1) — any non-reasoning Foundry deployment reproduces it. We have a local _prepare_request override as a workaround and are watching #7536 to remove it. Happy to test the fix if a pre-release build is available.
