New topical specific for dead mobs
About the PR
Adds a new topical to replace how slowmed currently has adv topicals. Specifically, it does not allow you to heal a mob who has a total amount of damage under 180.
Why / Balance
Fills the niche of having a topical to heal mobs into a revivable state, while freeing up adv topicals to fill other gaps.
