Long awaited, but not forgotten! Thank you @benkags for this PR! Now that we are locked in and ready to merge the cht-core code, we know the actual version this will ship on and I am going to get these docs updates merged in! 👍

Adds telemetry entries for facility and reporting period filter selection in targets.
