Adds a responsive local control center for starting tasks, choosing the branch mode, tracking queue and worker state, responding to questions, and approving, retrying, or stopping runs. The server remains loopback-only and uses the existing command policy boundary. Focused tests and desktop/mobile browser checks passed.
