build(extension): upgrade TypeScript to 7.0.2

Upgrades the extension compiler to TypeScript 7.0.2 and restores clean dependency installation by removing the unused TypeScript ESLint packages that explicitly reject TypeScript 6.1 and newer.

AG;DR

• Implementation: retains Dependabot's TypeScript 7.0.2 update and removes the three direct typescript-eslint development dependencies. The repository does not yet ship an ESLint configuration, so these packages are not used by the current lint step.
• Validation: npm install --no-audit --no-fund, npm ls --depth=0, npx tsc --noEmit -p ./, npm run compile-test, and all 66 extension unit tests pass locally.
• Portability: changes only extension development dependencies and the lockfile; extension runtime behavior and supported VS Code versions are unchanged.
• Dependencies: TypeScript is upgraded from 6.0.3 to 7.0.2. @typescript-eslint/eslint-plugin, @typescript-eslint/parser, and typescript-eslint are removed until a real ESLint configuration and a TypeScript 7-compatible release are available.
• Limitations: ESLint remains the existing non-blocking CI check without a repository configuration. The full local WASM bundle could not run because this machine's Homebrew Rust installation lacks the wasm32-unknown-unknown standard library; authoritative CI builds and packages the VSIX with that target installed.
