What and why

Prepares the v0.19.0 lockstep release (docs/RELEASING.md, steps 1–4). The headline is the decision-portal Action, mbeacom/adrkit/packages/ci/portal@v0.19.0, which ships for the first time. @adrkit/mcp moves to @modelcontextprotocol/server 2.3.1. Core, evaluator, and cli move only for lockstep. No existing CLI, MCP, or Action behavior changes.

• Versions. The four manifests, CLI_VERSION, SERVER_INFO, and both server.json fields move to 0.19.0.
  • bun.lock changes in exactly four lines, and --frozen-lockfile is clean.
  • The badges CLI pin is bumped (check:doc-pins passes).
  • The current-release narrative is updated: README, site Hero, index and quickstart, ci.mdx, RELEASING.md, AGENTS.md, and the bug-report template.
• Not bumped:
  • @adrkit/spec-kit: independent, stays 0.1.5.
  • The agent plugin: ships on merge.
  • @adrkit/sdk and @adrkit/portal: private, 0.0.0.
  • @adrkit/ci.
• CHANGELOG [0.19.0]. It carries the [Unreleased] entries, meaning the agent plugin 0.9.0–0.11.0 work that the spec-kit-v0.1.5 release swept into its notes without owning. It adds:
  • the portal Action (feat(ci): ship the nested build-only portal Action for GitHub Pages (ADR-0054) #302);
  • the private portal generator (feat(portal): build the static decision portal for GitHub Pages (ADR-0054) #292);
  • the SDK, implemented but unpublished (feat(sdk): implement @adrkit/sdk over core's kernels (unpublished) #290);
  • MCP server 2.3.1 (build(deps): Bump @modelcontextprotocol/server from 2.2.0 to 2.3.1 #284, build(deps-dev): Bump @modelcontextprotocol/client from 2.2.0 to 2.3.1 #285). Upstream's 2.3.0 one-connection-per-server change doesn't reach adrkit-mcp, which already uses the serveStdio(() => …) factory form;
  • the release-notes start-tag fix (ci(release): start generated release notes at the previous tag of the same kind #303, merged);
  • the board test race fix (test(agent-plugin): keep polling while the board's queue is still null #291);
  • ADR-0053 through ADR-0059.

• After merge (my steps):
  1. Push the annotated v0.19.0 tag.
  2. Approve npm.
  3. Check that the draft's notes start at v0.18.0 (ci(release): start generated release notes at the previous tag of the same kind #303), then publish with the Marketplace selection.
  4. Run mcp-publisher publish.
  5. Afterwards, edit spec-kit-v0.1.5's notes down to its own changes.
