[CI] TestTruncateLifecycleRCWaitPolicy fails on clean main #30006

Reuse #29971; do not create a duplicate. The complete-delta-restored baseline reproduces all three Snapshot mock failures with exit 1. Reproduce with mo-cgo-test -tags=matrixone_test -count=1 -timeout=90s -run '^TestTruncateLifecycleRCWaitPolicy$' ./pkg/sql/compile. Correct the Snapshot/HasLockTable mock contract while preserving waiting, cancellation, retained-owner FastFail and cleanup assertions. Ordinary UT and coverage fail directly; aggregation and CI Required fail downstream. The report is closed without a fixing commit identified in the inspected timeline. Coordinator reconciliation is required; no immediate rerun is recommended.
