- Require ADMIN access to create and update tariffs, select valid tariffs deterministically, and enforce a single active tariff with an Alembic migration. - Add tests for authorization, validity, tariff changes, and preserved session pricing.
- Restrict users to their own invoices while allowing admins to view all. - Add coverage for authorization, filters, stable ordering, and historical pricing. - Update the OpenAPI contract and Phase 5 documentation.
Add an integration test covering charging ticks, session closure, and invoice history. Make the active-tariff migration compatible with offline Alembic SQL generation, and document Phase 5 validation results and limitations.
