Implementando fase 6 de desenvolvimento na branch main

Aggregate persisted sessions, energy readings, and invoices in service-layer calculations. Add date, station, and user filters with access control, a configurable emission factor, Pydantic response schemas, tests, and API
contract documentation.
- Add typed API client for auth, sessions, energy, billing, and analytics
- Persist and restore authenticated sessions
- Protect admin and user routes and handle 401/403 responses
- Add loading, empty, and error states with flow tests
- Connect KPIs, charts, history, and filters to the existing APIs.
- Show peak risk only when a valid demand forecast is available.
- Enable alert acknowledgement and cover loading, error, and empty states with tests.
Show the current charging session, session history, and invoices with loading, empty, and error states. Calculate in-progress cost estimates on the backend using the session’s captured tariff, while using the closed invoice as the final cost. Add access and session flow tests.
Add an end-to-end test covering power redistribution, solar usage, alerts, billing, and dashboard updates. Aggregate concurrent energy readings by tick in the admin charts, and document the delivered scope and remaining limits.
