One sentence. docs/CONTRIBUTING.md said the inline-budget gates run on push to main and on
gh workflow run ci.yml; since #669 certify.yml has no push trigger and is the dispatch target for those gates. Now it names certify.yml, nightly and on demand, with the owner's per-commit rule as the reason. ci.yml's own header carried the same sentence and #659 fixed it there.Closes #686
