Summary
Adds SET as a stronger orchestration contract layer without turning it into a runner runtime. The branch expands planner exports with review-only memory, research diversity, context budget, context degradation, and loop readiness hints.
User impact
External runners can inspect a stable SET bundle before spawning agents, preserve proposal-first settlement, and choose review lenses such as hypothesis diversification, context degradation review, tool contract review, and loop readiness review.
