This follow-up to #7874 preserves the configured review cadence and applies each decision to actual Todo scope, route and acceptance. • All 183 differential tests passed. Real quota and Turn-plan outputs, both with and without an existing Vision, reject the one-time budget allowance after deletion of any delivered decision-example leaf. Conditional review blocks also require their complete fields. Already-enabled, unrelated-path, removed-fact and excessive-growth negatives remain covered.
• The complete CLI budget module reports 41 passed, 3 failed, 1 skipped. The three failures reproduce at base 4250a94a0aab432a30831e97679c23d9391cd38f: the complete-capability thin prompt exceeds its existing 4,900 allowance, and two host-profile fixtures omit the capture identity now required by should-run. The skipped long-path fixture cannot fit its prescribed layout under the native temporary namespace. These remain failures/skipped coverage, not passing results.
• All 165 native settlement cases passed at d54fcafdf22e1ed4ea61729d8f231130995304f1, including the five cases raised in review. Ordinary settlement/recovery fixtures now explicitly select off and retain their original assertions; enabled native adoption coverage remains. Budget decision: on matched public fixtures, crowded quota JSON changes from 35,597 to 42,281 characters; Turn-plan small/crowded changes from 10,560/15,492 to 10,560/21,856. With an existing Vision, crowded Turn changes from 18,955 to 25,319, the same 6,364-character Stride addition. These are complete decision/axis/evidence contracts, not an output reduction. Preserve the original quota 42,000, Turn 22,500 and fixed-growth 5,400 failures. Calibrate only crowded quota JSON to 42,500, crowded Turn JSON to 26,000 (681 characters of headroom for the existing-Vision case), and Turn fixed semantic growth to 9,300. Collection growth, line limits, other absolute budgets and production limits are unchanged. The one-time differential allowance now checks all required decision, axis and probe fields; the earlier representative-field check was insufficient.

Agent-text assessment preserves actor, source-linked review, unknown evidence, admission, dependency/risk/authority and per-Turn settlement constraints. Scripted adoption is verified; model adoption, native gains and full-cost benefit remain unqualified pending a matched run. Earlier-head approval does not approve this head; independent re-review is requested. No merge is authorized by these results.

Visual evidence remains bound to the source-built implementation above, using synthetic isolated configuration and the real owning backend. Desktop and narrow journeys verified inherited on → preview/apply explicit off → readback → remove override → inherited on. Later changes affect docs and validation only.

使用 Goal 复盘设置、据复盘决定下一段完整工作范围的用户与 Agent。
原来的 grow/verify 会把同一配置周期分别映射成更长或更短的间隔，计划却可能只停留在复盘文字；本次让周期保持配置值，并要求计划进入真实 Todo 的范围、验收和下一次正常执行。
独立对照确认配置为六个有效 Turn 时三种 action 都维持六；原生链实际改写原 Todo、执行比较并回读后续证据。当前协议中英文已一致说明继承默认开启，显式 off、旧 cadence-only 配置与历史解码保留原义。

完整审读当前13个文件（+144/-185），再审3个文档11+/5-的完整增量。default_replan_cadence_configuration 位于既有 machine namespace，显式 Goal 和旧设备配置优先；历史 raw codec 未改。projectReplanHistory 删除 periodicThreshold，settlement helper 删除多余 decision map，原有有效收据、Goal 绑定、poll/neutral 排除和 ACK 边界保留。strideControlContract 要求把轴计划写入真实 Todo scope/acceptance，记录已验证 ID，下一次正常工作执行并在后续复盘读回；没有新增自动 actuator、状态 owner 或权限。

Byte-identical whole head machine-default module at immutable base:27 pass,1 expected new-default KeyError failure; head28 pass. Historical raw codec and saved v0/v1/off inputs retain their meanings.

对主干的风险
