This PR improves the mission reorder endpoint by validating incoming JSON payloads and signed timestamps before updating the mission sort order. It also adds focused regression tests for reorder behavior and updates contributor documentation with recommended Python/Django setup and test instructions. The changes make the endpoint more robust, prevent invalid payloads from corrupting mission sort order, and help future contributors understand how to run tests.
