Prepares the verified 0.1.1 patch release without publishing it. Updates package/runtime/generated version contracts, adds the changelog and release checklist, and keeps version-sensitive tests derived from package metadata. Verification: npm run check; 253 tests passed with 3 platform skips; packed CLI smoke passed; npm pack --dry-run produced 71 files (165,083 bytes packed, 484,809 bytes unpacked); independent review approved; Noxroot finish approved. npm remains on 0.1.0 until separately authorized.
