Hardens Noxroot's trust boundary before P3 work: complete change identities now bind verification, independent review, and learning; unmatched paths fail closed; mixed positive and negative task constraints stay intact; external review files are strictly scoped and identity-bound; and guided/delegated race windows are covered. Includes the dogfood-discovered compatibility fix for legacy task state plus local review evidence. Validation: npm run check passed with 253 tests, 3 platform skips, compiled-sandbox safety, and packed-install smoke. Independent review approved with no findings. No npm publication is included; the reviewer protocol change should ship in a later 0.2.0 release.
