This PR adds support for the 5 external palettes included in the atari800/act folder by converting them into embedded palettes that can be enabled via a core option.
The default option is set to None so any existing configs using external palette files via the legacy CFG file would still work and load normally.
This is intended to address the feature request I originally noted on #116
