Move remaining shared-workflows pins to v1.2.3

Part of lentago/.github#229 (2026-10-06 fleet alignment); follow-up to lentago/shared-workflows#64

Summary

The ADR-0005 migration moved this repo's @main callers to v1.2.3 but left its already-tagged @v1.2.2 refs (tf-lint / site-deploy), so the repo mixed two shared-workflows versions. This brings every shared-workflows ref here to v1.2.3, which differs from v1.2.2 only by Dependabot action bumps inside the reusables (#56, #59). There are no contract changes (ADR-0004).

Files: .github/workflows/tf-lint.yml.

Verification

grep finds no lentago/shared-workflows/...@v ref in .github/workflows/ other than @v1.2.3. CI on this PR exercises the updated callers.
