Documents the birth-labels race in
terraform/README.md§ Adding a repo to the fleet: GitHub seeds a newborn repo's nine default labels asynchronously, and the fleet's Tidewater label creates race that seeding — the osmunda/monarda birth won the race, the lupinus birth lost it (nine422 already_existsfailures; repo, ruleset, and settings unaffected). The section now records the symptom and the remedy (delete the defaults on the newborn, let the next apply create the Tidewater set).The colliding defaults on
lentago/lupinushave already been deleted, so this PR's own merge-apply is the healing apply — it should create the nine Tidewater labels and bring the fleet state fully convergent.🤖 Generated with Claude Code
