Adds lupinus — the adoption guide and ops-vault kit — to fleet settings-as-code, so the apply on merge creates the repo on the paved road: born from
repo-template,template: true(adopters copy it into their own org, where it carries both the guide and an Obsidian-compatible operations vault), squash-only, spine topics,mainruleset, anddocs-check / docs-checkrequired from birth (the producing workflow ships in the template, satisfying the rollout-order rule the same way the monarda/osmunda births did in #157).Changes:
