Trying again to migrate to GitHub Actions. Prior attempts at doing this failed due to limited cache size; will check that along with assessing timing of building envs from scratch each time.
Cache is working, and is about 5x faster than rebuilding (49s vs 4m30s).
GitHub Actions are passing with about the same speed as CircleCI. Will probably keep things as they are for now with CircleCI, but this serves as a useful proof-of-principle in case it's worth it for the
refactorbranch.
