Regenerate the Rust license inventory
When the bundle-smoke jobs run for this Cargo.lock change, license:all derives uuid 1.24.1 from cargo tree, but THIRD_PARTY_LICENSES_RUST.txt still reports only uuid 1.24.0 at line 1378. The version-sensitive compare check in scripts/check-dependency-inventory.mjs:66-75 therefore throws missing: uuid 1.24.1, stopping both Windows and macOS bundle jobs before the build; regenerate and commit the Rust license report with the lockfile update.
