Enhance template selections and wallpaper button functionality - #18

Disable the "Set as Live Wallpaper" button while no template is selected, and show an import hint under the Template section when no templates are available (en/zh/ja/ko).
The button now sits at the end of the template section, after the selection list, so the pick-then-apply flow reads top-down.
Merge the remote and local import blocks under a single "Import Templates" section and present each method as an outlined card so the two are clearly separated instead of just divider lines.
Dividers now sit in their own list items so the 16dp item spacing applies on both sides of the line instead of the heading hugging it. The divider above "Imported Templates" is removed — it is a sub-header inside the Template section, not a new section.
