[WIP] started working on a blog post about polygraphs

I'm struck with the urge to write a blog post and contribute it here. So I'm start the PR now while I collect my thoughts.

• It's good to focus more on the analysis of error rates and what that means. Maybe some other real world comparisons, including discussion of the base rate fallacy.
• That last section on the value of a polygraph test probably needs expansion, though I assume that's what you have going next.
• Probably some minor editing things (e.g. no harm in using Wikipedia to find other, reliable sources).

Yep. I'll expand the Base Rate Fallacy part a bit. I also want to talk about the legal analysis of the charges against the dude. Because I think he's guilty of fraud but only kind of.

@krmaxwell The first draft of the blog post is done. It's hitting all the points I want to hit and is ready for some opinions, analysis, feedback, and criticism.
