Minor devDependency bump of globals (17.8.0 -> 17.9.0), lockfile-only, consumed only by our eslint config. No breaking notes -- globals minors add/refresh global identifier lists, which at most affects lint results, and Run Tests (lint + mocha) is green on the rebased commit atop the current tip of main.
