Sync Terraform reference docs with terraform-provider-kosli v0.10.0.

Changes

• Add kosli_notification_config resource page (example, targets, import, schema)
• Add kosli_notification_config data source page
• Add both pages to navigation
• kosli_action: add Triggers section documenting all six values, correct ON_SCALED_ARTIFACT description, update examples and schema text

Context

Release v0.10.0 (October 1, 2026), upstream PR #273 and GH-267.

Doc review: PR #448

I checked the changed pages against integrations/kosli_actions.md, administration/authentication/api_key_rotation.md and changelog/index.mdx. Both new pages are in config/navigation.json, sitting next to the other Terraform resources and data sources. All internal links resolve, including /terraform-reference/resources/action#triggers. No pages were renamed or removed, so no redirects are needed. The six kosli_action triggers and the corrected ON_SCALED_ARTIFACT description match integrations/kosli_actions.md:16-27.

Improvement: "the recipients Kosli derives" isn't explained, and the page that explains it isn't linked

• Location: terraform-reference/resources/notification_config.mdx:7 and terraform-reference/data-sources/notification_config.mdx:9
• Issue: Both pages say the targets replace "the recipients Kosli would otherwise derive from what the notification is about", but they never say who those recipients are. administration/authentication/api_key_rotation.md:41-52 does: by default the org's admins and the key's creator get the warning, the override applies only to service account keys, and personal keys always go to their owner. A Terraform user can't tell what they are replacing, or what destroying the resource brings back.
• Recommendation: Add a link to /administration/authentication/api_key_rotation#expiry-warnings on both pages, for example after the first paragraph. Optionally add one line saying the defaults are the org's admins plus the key's creator. These pages are agent-synced from kosli-dev/terraform-provider-kosli, so make the same change in that repo's resource/data-source descriptions or doc templates too, or the next sync will drop it.
