2. research/odd-fly/proposals/ — HELD-discernment-transfer-ladder.md moved to discernment-transfer-ladder.md, rewritten as a RESOLVED route-to-core dossier per the proposals convention: ruling recorded with date and filtered quotes, criteria re-adjudicated, every placeholder recorded.
