feat(projects): add four entries and the library, ci and yaml vocabularies - #28

A Vite plugin and a GitHub Action both landed in other, which is where a filter stops filtering. library holds a package consumed as a dependency, ci holds what runs in a pipeline. Both need a label and an accent colour in the app before they render.
A reusable workflow and an action are shown as a workflow snippet, and there was no fence language for one. An unknown language renders plain in the app, so the grammar there is a separate, non-blocking change.

Summary
Adds four entries and the two vocabulary extensions they need. The estate had grown four public repositories that the page did not know about, three of them from the last week of August.
