Trim README to the project essentials

Summary

• Reduce README to a neutral project description, production link, implementation principles, and repository structure.
• Remove the decision log, implementation diary, provenance history, operational detail, open questions, and duplicate metadata.
• Align AGENTS.md and content guidance so they no longer require README decision or provenance records.
• Pin transitive sharp to 0.35.4 to clear GHSA-rgj7-g3m4-5g8c reported by the required OSV gate.

Testing

• npm ci --ignore-scripts --prefix website
• npm run preflight
• npm audit: 0 vulnerabilities
