Extends the infra-side PG 17 decision (ADR-0007) to the application tier: - backend/db/Dockerfile: postgis/postgis:16-3.4 -> 17-3.5, pgvector package - docker-compose.prod.yml: image tag postgres:16-postgis -> 17-postgis - docker-compose.yml: postgres:16-alpine -> postgres:17-alpine (dev stack)
Cosmetic changes from running the project's own toolchain: - Python files: ruff-format reflow (line wrapping, blank lines after imports) - api.ts: openapi-typescript regeneration (indentation normalisation) - tsconfig.tsbuildinfo: build cache refresh
