Windows 原生白色标题栏和「文件、编辑、视图、窗口」菜单与应用主题割裂。改为随主题变化的 36px 标题栏，左侧仅保留 TARP 品牌，右侧提供最小化、最大化或还原、关闭按钮，移除传统菜单及折叠菜单入口。
窗口按钮通过原生桥操作当前窗口，关闭仍经过 will-close 离房确认；设置保留侧栏入口，应用快捷键在窗口内处理，文本编辑继续由 WebView 处理。macOS 保留原生交通灯，Linux 保留系统窗口装饰。
本分支基于 main，不包含联机功能。本 PR 用于生成 Windows 实机测试包，先保持草稿。
验证：类型检查、页面生产构建、快捷键测试、标题栏渲染自检、格式及 diff 检查通过。此前完整回归 577 项通过；本 PR CI 将对独立分支再次运行完整检查与三平台打包验收。Windows 实机拖动、贴边、双击缩放、最大化恢复和中文输入待测试包验收。
