This is a production release of go-codec.

Changes include:

• more robust handling of transient values (slices not generally treated as such)
• fix corner bugs with nextValueBytes when reading json number
• fix CBOR Tag 4/5 decoding - use 0x82 instead of decimal 82 for 2-element array check
• fix struct offset bug for large structs
• fix and enforce max container length for msgpack (limited to 2^32-1)
• add Encoder.NumBytesWritten() (analogous to Decoder.NumBytesRead) for fast access to these metrics
• add DecodeOption.MaxBytesLen to configure max number of bytes to read at a time (among other uses in the future)
• ensure tests pass appropriately when run under race detector
