P1 Badge Avoid publishing an empty 0.3.0 release

When this commit reaches main, .github/workflows/cd.yml runs Release Please and builds/publishes the resulting tag, but this commit's parent is the 0.2.1 release commit with no intervening product changes. Every entry added under 0.3.0 is already recorded under 0.2.0 or 0.2.1, so this manifest bump would permanently consume version 0.3.0 for a duplicate artifact and give users inaccurate release notes; drop this release or regenerate it only after new changes exist.
