Adds explicit read-only workflow permissions where they were missing, blocks upstream DockerHub, Buf, and release publication jobs from running in the IPI fork, and updates the provenance notice to distinguish this hardening from protocol implementation. Actionlint passes. No consensus or application code is changed.
