Allow operators to point Windrose+ at a custom release zip and to pin the on-disk version across restarts without disabling the addon.
- Treat WINDROSE_PLUS_URL + VERSION=latest as a rolling release (re-pull every boot instead of pinning to the literal "latest" marker). - Improve error message when VERSION is empty to mention it's still required when WINDROSE_PLUS_URL is set. - Add --proto =https,http and --max-time 180 to all curl calls to block unintended schemes and bound hangs on a stalled mirror.
