Updated inconsistencies: KSV -> KOS (Kosovo) ROM -> ROU (Romania) TMP -> TLS (Timor-Leste) WBG -> PSE (Palestine) Renamed "Democratic Republic of Congo" to "Congo" as required.
Make changes from previous commit consistent across aggregation levels.
