The star history chart in README.md and README.zh-CN.md is currently broken because the underlying chart service stopped working reliably under GitHub's stargazer API restrictions. Switch the chart to a maintained alternative domain so the chart renders again, and update the wrapping links to the new hash-based format.

The star history chart in README.md and README.zh-CN.md is currently broken and shows no data because the previous chart endpoint no longer works reliably under GitHub's stargazer API restrictions.
This change switches the chart (and its wrapping links) to a maintained alternative that uses a different data source, so the chart renders correctly again in both the English and Simplified Chinese READMEs.
