📝 WalkthroughSummary by CodeRabbit
WalkthroughAdds a canonical GitHub label taxonomy and generated classifier configuration. Adds jq classification for issue titles. Adds workflows for issue triage and additive label synchronisation. ChangesLabel automation
Estimated code review effort: 4 (Complex) | ~45 minutes Merge Risk: 🔵 Low · up to New issue automation may still add type or area labels to issues marked status:do-not-automate, contrary to that label’s documented policy. The PR is mergeable with explicit owner awareness and follow-up to add the guard. Sequence Diagram(s)sequenceDiagram

Ships the canonical label set and the classifier that labels newly-filed issues. Additive only: it never removes a label, never overrides a human's classification, stays silent when unsure, and never fails an issue. Also adds this repo's two new workflows to .github/workflows/actions.lock as '[]'. That lock is keyed by workflow path and refuses any workflow it does not list -- a startup_failure, which produces no check run and is therefore silent. `gh actions-lock` cannot add these: it records action versions, and both workflows deliberately use no actions. 🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Respect status:do-not-automate before classification.
If HAVE contains status:do-not-automate, exit before the jq call. The current tier lock prevents a second status label only. A reopened issue can still receive type and area labels, although .github/labels.json defines this label as “Bots and sweeps must not touch this issue”.
