A job whose body is 'uses:' may not carry timeout-minutes; the key invalidates the entire file (conclusion 'failure' at 0s, run named by file path). PR #56 fixed scorecard.yml and missed these two.

Same defect class as #56, which missed these two files. NOTE: repo-wide startup_failure (GitHub lockfile enforcement) means no checks will run on this PR; verified by file inspection. Merge after the owner's gh-actions-lock fix, or on inspection.
