Update CI to enforce the Bun dependency contract.

.gitlab-ci.yml uses node:20 and runs npm ci in extension. This does not enforce the documented bun.lock and bun install --production contract. Update CI to use Bun, or document an explicit CI exception in .claude/CLAUDE.md.
