Normalise the documented panic-attack payload before counting findings.

docs/governance/MAINTENANCE-CHECKLIST.adoc defines the panic-attack payload as an object with a .weak_points array. This check rejects that valid payload, only emits a warning, and continues. The count commands then fall back to 0, so critical findings do not trigger the blocking step.

Extract and normalise .weak_points into panic-attack-findings.json before the count and annotation steps. Map its documented location and description fields to the annotation fields as required.
