feat(labels): estate label tooling + auto-triage for new issues - #127
Conversation
📝 WalkthroughSummary by CodeRabbit
WalkthroughThe PR adds generated GitHub label definitions, a jq issue classifier, an issue triage workflow, and a scheduled label synchronisation workflow. The automation applies only defined labels and preserves existing frozen labels. ChangesLabel automation
Estimated code review effort: 4 (Complex) | ~60 minutes Merge Risk: 🔵 Low · up to Label synchronization runs may overlap and report a failed workflow even when labels are successfully synchronized, creating avoidable automation noise. The PR is mergeable with owner awareness, but workflow concurrency should be serialized as follow-up. Suggested reviewers: Poem

Ships the canonical label set and the classifier that labels newly-filed issues. Additive only: it never removes a label, never overrides a human's classification, stays silent when unsure, and never fails an issue. Also adds this repo's two new workflows to .github/workflows/actions.lock as '[]'. That lock is keyed by workflow path and refuses any workflow it does not list -- a startup_failure, which produces no check run and is therefore silent. `gh actions-lock` cannot add these: it records action versions, and both workflows deliberately use no actions. 🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win
Serialise label synchronisation runs.
If scheduled, push, or manual runs overlap, both runs can read a missing label. One run can create it while another run reports an already-exists error. The latter run then fails at Line 101 although the synchronisation succeeded. Add per-repository workflow concurrency and set cancel-in-progress: false.
